CDPAP

The Consumer Directed Personal Assistance Program (CDPAP) is a program that provides Medicaid beneficiaries with greater control over their personal care services. The program allows the beneficiary or their designated representative (such as a family member or friend) to recruit, hire, and train their own Personal Assistant (PA) to provide assistance with activities of daily living, such as bathing, dressing, and grooming.

What is CDPAP?

In the CDPAP, the beneficiary or their designated representative serves as the employer of the Personal Assistant, which gives them more control over the care they receive.

The program also allows the beneficiary or their representative to determine the tasks that need to be performed and direct the work of the Personal Assistant, including recruiting, training, supervising and scheduling. 

How Does CDPAP Work?

Under NYS law, the Personal Assistant you select can be a friend, family member, acquaintance or neighbor. It cannot be a patient’s legal spouse, designated representative, or a parent caring for a child under 21. The beneficiary must be eligible for Medicaid and require assistance with activities of daily living.

Acting as a “fiscal intermediary,” Healthy Care NY oversees financial compensation for the personal assistant.
